Egypt Ends Paper-Based Environmental Impact Assessment Services as Digital Platform Streamlines Investor Procedures

Egypt is moving toward a fully digital system for Environmental Impact Assessment (EIA) services, in a step aimed at streamlining procedures for investors and businesses, improving government service efficiency, and supporting the country’s digital transformation and investment facilitation efforts.

The system is being implemented under Ministerial Decree No. 653 of 2026, with the official digital platform launched on October 1, 2026, to receive EIA study applications and environmental classification forms electronically.

Under the decree, paper-based submissions will be fully discontinued as of November 1, 2026. Applications, studies, and supporting documents will only be recognized when submitted electronically through the designated digital platform.

The platform enables investors and relevant entities to submit and track applications online, helping reduce paperwork, improve administrative efficiency, and provide a more streamlined process for projects subject to environmental requirements.

The digital transformation of EIA services reflects Egypt’s broader efforts to improve the business environment, facilitate investor services, strengthen environmental compliance, and integrate sustainability into the country’s investment and development framework.
