Huawei Cloud, Huawei’s cloud services business, and Fixed Solutions, the technology arm of Fixed Investment Group, brought together technology, information security, compliance and legal leaders in Egypt for the Huawei Cloud & Fixed Solutions Personal Data Protection Forum 2026, focusing on organizational readiness for Egypt’s Personal Data Protection Law No. 151 of 2020.
The forum explored the technical and operational measures organizations need to translate regulatory requirements into clear, actionable procedures, with discussions centered on data governance, compliance frameworks and the role of local cloud infrastructure in supporting data management.
Participants included chief information officers (CIOs), chief information security officers (CISOs), data protection officers (DPOs), legal advisers and compliance managers from major organizations in financial services, insurance and healthcare, alongside large enterprises and Chinese companies operating in the Egyptian market.
Opening the event, Ethan Tan, CEO of Huawei Cloud Egypt, and Mahmoud Tawfik, CEO of Fixed Investment Group and Fixed Solutions, emphasized the importance of combining technology capabilities with specialized advisory expertise to help organizations prepare for data protection requirements.
The forum addressed the Executive Regulations of Personal Data Protection Law No. 151 of 2020, issued under Minister of Communications and Information Technology Decree No. 816 of 2025. The regulations set out more detailed requirements and procedures for implementing the law, highlighting the need for organizations to strengthen their compliance readiness under the supervision of the Personal Data Protection Center.
Key requirements discussed included identifying and classifying personal data, establishing lawful grounds for processing and obtaining consent where applicable, appointing data protection officers where required, conducting Data Protection Impact Assessments (DPIAs) when necessary, establishing procedures for handling data subjects’ requests, and preparing for audits while mitigating legal and regulatory risks.
Ethan Tan said protecting and managing personal data in line with regulatory requirements has become fundamental to sustainable digital transformation as organizations increasingly rely on cloud services. He noted that the Huawei Cloud Cairo Region provides local infrastructure to support organizations’ data storage and processing needs in line with their regulatory and operational requirements.
Tan added that collaboration with Fixed Solutions connects Huawei Cloud’s technical capabilities with specialized governance and compliance expertise, helping organizations strengthen data protection practices while continuing to innovate and grow.
Mahmoud Tawfik said data protection compliance is no longer solely a legal obligation, but is also closely linked to cybersecurity, customer and partner trust, risk management and business continuity.
Through Fixed Solutions, organizations receive support in translating regulatory requirements into clear policies and operational procedures, from identifying data and defining processing responsibilities to developing governance mechanisms and responding to data subjects’ requests. Tawfik added that the partnership with Huawei Cloud combines advisory and implementation expertise with cloud infrastructure to help organizations prepare for compliance and put requirements into practice.
The forum underscored the complementary roles of the two companies. Huawei Cloud provides infrastructure and cloud services for hosting, managing and securing data, while Fixed Solutions offers advisory and operational expertise to develop governance frameworks and translate regulatory obligations into practical, measurable procedures.
Together, the companies aim to help organizations strengthen data protection, manage risks and improve their readiness to meet regulatory requirements.
